Summary of Work Activities and Responsibilities
The Medical Library Head is responsible for setting the strategic direction and overseeing the day-to-day operations of the Medical Library in the Ortigas Campus. This position is also expected to perform librarian function.
Main Duties and Responsibilities
I. Section Management
- Sets the direction and operational goals of the Section in alignment with the mandates of the Rizal Library and the Cluster
- Leads the development of library policies, procedures, and standards pertinent to the Section, and contributes to the formulation of general policies for the Rizal Library
- Manages the performance of the employees in the Section through proper mentoring, setting standards/targets, monitoring, evaluating performance.
- Collaborates with the Rizal Library Executive Team, other Section Heads, and relevant internal and external stakeholders.
- Prepares, monitors, and manages the Section’s budget and expenditures, recommending cost-effective strategies
- Ensures the upkeep and optimization of the Section’s physical spaces and supplies to support learning, research, and library engagement
- Oversees security and order within the Rizal Library Ortigas
- Oversees the maintenance of the library system, and manages the ASMPH Turnitin account and subscription to ensure seamless access and functionality
II. Library User/Client Support
- Attends to in-depth queries and reference questions from library users
- Monitors and responds to online library queries and requests (e.g., email, social media platforms)
- Provides Reader’s Advisory Services to guide users on materials relevant to their research and interests
- Facilitates the processing of Document Delivery Services (DDS) requests
- Organizes and conducts library orientations and guided tours of the Section and the Rizal Library
- Develops and facilitates tutorials and training sessions on basic and advanced research
- Creates library signages, guides, and Frequently Asked Questions (FAQs) to support user navigation and research
- Coordinates with the OUL and/or the Office of the Vice President for Digital Information and Technology Services (OVP-DITS)
- Oversees the printing, scanning, and media burning services offered by the Section, to ensure efficient delivery and quality standards
- Oversees the management and encoding of registration holds for students with library deficiencies, in coordination with the Office of the Registrar (OUR).
III. Collection Development, Maintenance, and Promotion
- Recommends and evaluates existing and potential collections for acquisition, de-selection, repair, preservation, and/or digitization
- Performs archival work to ensure the long-term preservation and accessibility of special collections.
- Accessions, classifies, and organizes the Section’s collections
- Evaluates library databases and system applications for functionality and relevance
- Oversees the inventory of library materials, ensuring they are accessible, up-to-date, and appropriately placed between general circulation and the reserve section
- Assesses and evaluates the usability of online databases and provides recommendations for future acquisitions
- Promotes and collaborates with stakeholders - within the Rizal Library, the University, and external partners.
- Represents the Library in professional organizations such as the Medical and Health Librarians Association of the Philippines and the Nutrition Research Information Network
IV. Performs other work-related tasks as may be required by the immediate supervisor and authorized representative.
Minimum Qualifications
Knowledge, Skills, and Abilities:
Library and Information Science Principles: In-depth understanding of library services, information retrieval, cataloging, and collection development; Familiarity with Library Services Platform (LSP), discovery tools, and electronic resources; Knowledge of DDS procedures
Library Operations and Standards: Knowledge of library operations and standards; Ability to provide training and guidance on the use of library resources in various formats to users
Library Technologies and Trends: Awareness of emerging technologies in higher education and academic libraries; Knowledge of current trends/issues in librarianship, including information literacy, intellectual freedom, and copyright laws while exhibiting adherence to industry standards
Resource Management and Preservation: Ability to apply preservation techniques and effectively manage access to library’s collection
Research Methodologies and User Education: Understanding of research processes, scholarly communication, and user information behavior
Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production
Attention to Detail: Is thorough when performing work and conscientious about attending to detail
Technological Savvy: Proficiency in computers, software applications, databases, and automated systems to accomplish work; Proficient in utilizing library management software or systems
Design and Multimedia Skills: Ability to conceptualize and design marketing and promotion materials; Skills in multimedia, photo, and video editing; Knowledge of digital platforms, content management systems, and marketing tools
Interpersonal Skills: Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; Develops and maintains effective relationships with others; Relates well to people from varied backgrounds and different situations
Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations

Education and Experience Requirements:
Master’s degree in Library Science (MLS) or Library and Information Science (MLIS); or Master’s degree in another field appropriate to tertiary level library needs
Licensed Librarian
At least 4 years of library experience in a professional area
At least 3 years of supervisory experience
