IV. Construction and Renovation Projects

	<li>Creates guidelines on cost estimation, project timelines, contracting and procurement, and evaluation of bids</li>
	<li>Coordinates with University offices for all Construction, Major and Minor Improvement projects requests</li>
	<li>Prepares pre-design and schematic design plans for all space planning and facilities improvement projects.</li>
	<li>Prepares detailed cost estimates in budget planning and evaluation of Construction, Major and Minor Improvement projects, for the approval of the CDCG Head</li>
	<li>Drafts all pertinent construction project bid documents such as:
	<ul>
		<li>Scope of work, TOR</li>
		<li>Design Development plan</li>
		<li>Construction documents, BOQ and design details and specifications</li>
		<li>Work schedule, budget estimates</li>

	<li>Advises stakeholders and CFMO Sections on the interpretation and implementation of project plans to support planning and evaluation </li>
	<li>Assist the Construction Management and Post Construction and Building Care Sections in advising participants during and after the bidding process</li>
	<li>Oversees documents updates of ‘as-built’ plans and standard design documents and compliance with CFMO records management procedures</li>

stipulated by regulatory agencies and the University’s own standards on energy 
efficiency.

Main Duties and Responsibilities

 
I. Section Management and Development

<ul>
	<li class="text-justify">Sets the direction of the Energy and Utilities Management Section and determines its operational goals in alignment with the Office goals and Cluster mandates

		<li class="text-justify">Conducts strategic assessment and evaluation of the Section’s processes, programs and initiatives, ensuring continuous improvement, maintenance and adjustment in program and service delivery</li>
		<li class="text-justify">Regularly monitors the achievement of Section metrics and goals</li>
	</ul>
	</li>
	<li class="text-justify">Prepares and monitors the Section’s budget and expenditures and recommends cost effective solutions for the Office</li>
	<li class="text-justify">Manages the performance of employees in the Section by setting standards/targets, monitoring, and evaluating performance, and providing development opportunitie</li>

II. Energy Facilities Management

	<li>Oversees audit of equipment and facilities in terms of energy management by conducting a technical review to ensure appropriateness of equipment for each facility</li>
	<li>Gathers latest information on environment advocacies, standards, and technologies in relation to management of facilities and utilities, in accordance with guidelines set by the Ateneo Institute of Sustainability</li>
	<li>Develops Energy Management policies related to facilities and campus operations by reviewing and updating existing and drafting new policies</li>
	<li>Reviews and approves internal reports for submission to the Department of Energy</li>
	<li>Oversees the following:
	<ul>
		<li>Maintenance program for Campus Utilities (e.g., electrical transformers, solar system, underground and overhead cables, Ring Main Unit [RMU]’s, Vacuum Fault Interrupter’s, private poles, main water lines, etc.)</li>
		<li>Data management on Water treatment and Sewerage Treatment Plant (in coordination with the Ateneo Institute of Sustainability), renewable energy, water discharge, storm drain and sewage system, campus energy and water consumption, monitoring and conservation</li>
		<li>Consolidation of CFMO Services to school units (e.g., Utilities Management; Energy audit in relation to RA 11285; Transformer, Ring Main Unit, and other accessories; Water potability)</li>
	</ul>

III. Utility Provider and Contractor Management

	<li>Oversees coordination with utility providers to ensure resolution of power and water issues</li>
	<li>Prepares terms of reference for contactors and coordinates with Central Purchasing Office on implementing the bidding process (i.e., from explaining the project to contractors to evaluating the contractors)</li>
