Job Description

Searca is looking for a highly organized Senior Program Associate to join our Training for Development Unit (T4du). As a core unit providing capacity-building services across Southeast Asia, T4du delivers high-quality training programs, learning events, and capacity-building initiatives.

This role is critical to strengthening the unit’s operational capacity, ensuring efficient workload distribution, and maintaining the quality and timeliness of our services amidst growing demand. You will provide end-to-end support in planning, implementing, monitoring, and evaluating training activities, workshops, webinars, and Center-wide learning events.

Key Responsibilities

A. Program Planning and Development

  • Assist in the conceptualization, design, and development of concept notes and project proposals aligned with the unit's mandate and operational plan.
  • Support the development of training materials, activity briefs, presentation decks, communication materials, and other program-related resources.

B. Program Coordination and Implementation

  • Support the planning, development, and smooth execution of training programs, workshops, webinars, and capacity-building initiatives.
  • Prepare technical reports, meeting summaries, accomplishment reports, and all activity-related documentation.
  • Manage participant databases, track attendance, and coordinate the issuance and distribution of certificates.
  • Assist in monitoring and evaluating activities to ensure quality delivery and learning outcomes.

C. Administrative and Operational Support

  • Coordinate logistics such as registration, venues, travel arrangements, procurement, and materials preparation.
  • Support budget preparation, financial monitoring, documentation, and liquidation in compliance with Searca policies.
  • Liaise effectively with internal teams, external partners, consultants, and service providers.
  • Maintain organized records, files, and schedules, and the day-to-day operations of the unit.
  • Perform other duties as assigned by the Unit Head.

Skills and Competencies:

  • Communication: Excellent oral and written skills; strong interpersonal and client-focused mindset.
  • Organization & Analysis: Highly organized and detail-oriented; strong ability to summarize quantitative and qualitative data.
  • Technical Proficiency: Advanced skills in MS Office (Word, Excel, PowerPoint), Google Workspace, Adobe tools, and virtual platforms such as Zoom and MS Teams.
  • Self-Management: Able to multitask under tight deadlines, work with minimal supervision, and deliver high-quality outputs consistently.

Minimum Qualifications

Education:

Bachelor’s Degree in Agriculture, Agricultural Economics, Development Communication, Community Development, Public Administration, or a related field.

Work Experience:

  • Minimum 3 years of progressive experience in training coordination, project administration, and capacity-building program management.
  • Experience in proposal development and packaging.
  • Proven track record in organizing learning events; experience within an international or regional organization is preferred.

Who We Are The Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) is a non-profit organization established by the Southeast Asian Ministers of Education Organization (SEAMEO) in 1966. Founded in 1965, SEAMEO is a chartered international organization whose purpose is to promote cooperation in education, science and culture in the Southeast Asian region. Its highest policymaking body is the SEAMEO Council, which comprises the Ministers of Education of the 11 Southeast Asian countries. The Center derives its juridical personality from the SEAMEO Charter and possesses full capacity to contract; acquire, and dispose of, immovable and movable property; and institute legal proceedings. Moreover, SEARCA enjoys in the territory of each of its member states such privileges and immunities as are normally accorded United Nations institutions.
