Main Duties and Responsibilities
I. Design Development Review
- Reviews building plans, details, and specifications with the Planning and Design Section, Project Proponent, and Facilities and Utilities Group during Technical Workshops / Design Plan Layering to ensure feasibility and identify value engineering and architectural/engineering optimization opportunities.
- Develops project roadmaps, deliverables, and timelines (e.g. Gantt Chart / S-Curve) covering pre-construction, procurement, implementation, and turnover.
- Reports results of design peer review and evaluation to the supervisor.
II. Construction Bidding
- Advises the Central Purchasing Office (CPO) on contractor eligibility for pre-qualification and shortlisting.
- Prepares and consolidates bidding requirements including bid documents, approved plans, specifications, terms of reference, instructions to bidders, and project timelines.
- Coordinates with CPO on bidding activities and schedules. Advises participants during pre-bid conferences and issues bid bulletins, plan revisions, and instructions to bidders.
- Reports technical evaluation, analysis, and recommendations on bids and proposals with the Ateneo Project Team (APT). Advises CPO on cost matters to support negotiation, clarification, or awarding of direct contracts.
- Reviews construction contracts prior to Section Head approval.
III. Pre-Construction and Mobilization
- Leads pre-construction meetings, conducts progress reporting, and establishes project protocols, controls, reporting systems, and meeting schedules. Informs winning contractors and suppliers of project briefs.
- Processes down-payment requests, including evaluation of bonds and insurances for Section Head approval.
- Implements procurement and delivery schedules, including handling, storage, and release of owner-supplied materials and ODWs.
IV. Project Management
- Implements project monitoring and control by managing contractor and supplier performance, schedules, manpower, equipment, fabrication, and deliveries.
- Ensures quality of methods and workmanship; coordinates interpretation of drawings and specifications with the Planning and Design Section and APT. Enforces contract terms, University guidelines on campus works and property use, traffic, safety, and environmental policies.
- Establishes project security arrangements. Implements cost control including evaluation of progress payments, review of variation orders and time extensions, processing of validated accomplishments, and updating cash flow projections.
- Arranges testing, commissioning, trial runs, performance tests, and owner familiarization prior to acceptance. Maintains and safeguards project records for turnover.
- Coordinates release of statutory permits (e.g. Building Permit, Occupancy Permit, CEI, FSIC). Coordinates timelines and updates with stakeholders.
V. Post-Construction
- Monitors punch list completion. Reports cost summaries and follow-up items to APT. Evaluates as-built drawings, manuals, and technical documents.
- Resolves final financial matters by reviewing billings, validating bonds and insurances, and finalizing accounts excluding retention fees.
- Submits contractor and supplier performance evaluations, including penalties or sanctions. Transfers project documentation, warranties, and DLP to the Post-Construction and Building Care Group, and records to the owner.
VI. Recommends improvements to campus construction policies and guidelines to ensure compliance with University policies and government regulations (e.g. DOLE, DPWH).
VII. Performs other work-related tasks as assigned by the immediate supervisor or authorized representative.
Minimum Qualifications
Knowledge, Skills, and Abilities:
- Administration and Management: Knowledge of business and management principles related to strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and coordination of people and resources for project management functions.
- Administrative: Knowledge of administrative and office procedures and systems such as word processing, records management, stenography and transcription, form design, and workplace terminology to support bid documentation, contracts, and related activities.
- Building and Construction: Knowledge of materials, methods, and tools involved in the construction or repair of buildings, structures, highways, and roads for evaluating construction methods and contractor procedures.
- Design: Knowledge of design techniques, tools, and principles used in producing technical plans, blueprints, drawings, and models for understanding and executing building plans and specifications.
- Law and Government: Knowledge of applicable laws, legal codes, court procedures, government regulations, executive orders, and agency rules to ensure compliance with University guidelines and government regulations for construction projects.
- Public Safety and Security: Knowledge of relevant equipment, policies, procedures, and strategies to promote the protection of people, data, property, and institutions in compliance with safety and security requirements for construction projects.
- Complex Problem Solving: Ability to identify complex problems, analyze relevant information, evaluate options, and implement appropriate solutions for project needs.
- Management of Financial Resources: Ability to plan, allocate, and account for project expenditures.
- Management of Material Resources: Ability to obtain and ensure proper use of equipment, facilities, and materials for project execution.
- Time Management: Ability to manage one’s own time and coordinate the time of others to meet project requirements.
- Coordination: Ability to adjust actions in relation to others’ activities and collaborate with internal units and CFMO groups.
- Persuasion: Ability to influence clients, contractors, and stakeholders to achieve project objectives.

Education and Experience Requirements:
- Bachelor of Science in Engineering (Civil, Electrical, or Mechanical).
- At least five (5) years of experience in construction project management, including project execution, cost control, and contract management, with at least one project completed from ground to finish.
