Main Duties and Responsibilities
I. Facilities Planning and Evaluation
• Gathers information on best practices, trends, and latest standards on
resource facilities
• Profiles buildings and facilities by collating data per building type, and
comparing it with industry trends
• Prepares plans in support of planning for the continuous improvement of
all buildings and landscaped areas in the University campus
• Drafts guidelines in space planning and utilization
• Inspects and evaluates the condition and compliance of physical
structures to current government mandated codes, regulations,
standards
• Monitors compliance to University sustainability initiatives and guidelines
and consolidates compliance data for reference
• Coordinates with other University offices and clusters concerning various
trade disciplines and professions such as electrical, mechanical, IT,
sanitary and site surveying for all University facilities improvement
projects
• Implements tasks to support preparation of preventive maintenance and
improvements programs and corresponding allocation budget
• Assists in various University events logistical needs and requirements,
such as preparation of campus maps and signage.
II. Planning and Design for Construction and Renovation Projects
• Gathers information, coordinates with various University offices, and
clusters on requested projects
• Prepares pre-design and schematic design plans of all space planning
and facilities improvement projects requested by various university
offices and clusters
• Assists the Section Head in drafting project plans inclusive of:
- Scope of work, Terms of Reference (TOR)
- Design development plans
- Construction documents, Bill of Quantities (BOQ) and design detail and specifications
- Budget estimates
• Implements task in support of the bidding processes of the preconstruction
phase of the project, whenever necessary
• Compares work methods and procedures to set design specifications
and standards, in coordination with other CFMO Groups, Sections, and
other concerned offices, to check for compliance with project
specifications
III. Facilities Documentation and Inventory
• Implements document updates of ‘as-built’ plans and standard design
documents and CFMO records management procedures
• Keeps records of project meetings, project proposals, project costs,
project resolutions, and other documents pertinent to a particular
project, adhering to established records management procedures
• Monitors project warranties especially during the one-year defects
liability period in coordination with the PCBC Section
• Collates information on standardized unit costs for various items of work
per construction trade to be used as a guide when estimating project
costs.
• Conducts inventories and checks condition of furniture, fixtures, and
equipment turned over by various offices for safekeeping, transfer, or
disposal (as reference for future needs and in coordination with the Post
Construction and Building Care Section)
• Arranges for the processing of asset disposal documents
IV. Performs other work-related tasks as may be required by the immediate
supervisor and authorized representative
Minimum Qualifications
Knowledge, Skills, and Abilities:
- Administrative and Technical Support: Ability to apply administrative and office procedures such as documentation, records management, inventory tracking, and workplace terminology related to facilities and projects.
- Customer Service and Stakeholder Coordination: Ability to understand client and stakeholder needs and respond to project requirements with urgency and professionalism; includes service quality standards and satisfaction evaluation.
- Building and Construction Knowledge: Ability to apply knowledge of construction materials, methods, and tools in the planning, implementation, and monitoring of building and facilities projects.
- Design and Planning Skills: Ability to utilize design principles, tools, and techniques in the preparation, review, and interpretation of technical plans, drawings, and models.
- Engineering and Technology Application: Ability to apply engineering and technology principles in the design, assessment, and inspection of buildings and physical structures.
- Regulatory Compliance: Ability to understand and apply relevant laws, codes, and government regulations, including the Building Code and Fire Code of the Philippines.
- Resource and Asset Management: Ability to manage the appropriate use and safekeeping of facilities, equipment, and materials required for projects and operations.
- Coordination Skills: Ability to proactively coordinate actions and schedules with teams, offices, and stakeholders to support project delivery.
- Negotiation and Service Orientation: Ability to address concerns, negotiate with clients, and maintain effective working relationships.
- Critical Thinking and Problem Solving: Ability to identify issues, evaluate relevant information, and develop practical solutions to project and operational needs.
- Time Management and Work Prioritization: Ability to effectively manage time and prioritize tasks according to importance and urgency.
Education and Experience Requirements:
• Bachelor’s Degree in Architecture or Engineering (preferably Civil Engineering)
• Licensed architect or engineer
• At least 3 years experience in planning and design (architectural, interior and
structural design, construction and property management)
