Job Description

Summary of Work Activities and Responsibilities:


The Systems Analyst III is responsible for the identification, analysis, and recommendation of system requirements through the creation of program specifications for the assigned IT Solutions systems or modules. The position performs system testing and provides user acceptance testing and/or other testing support as required to ensure that the system processing reflects user requirements and designs.

Main Duties and Responsibilities:
I. Systems Analysis and Implementation

  • Understands the architecture of assigned IT Solutions system
    • Adheres to architecture, design, implementation, and security standards and best practices
  • Coordinates with the Project Manager and Business Analyst regarding project objectives and client requirements, project activities and timeline, and project deliverables and assignments
    • Participates in scope of work estimation and forecasting, giving sound recommendations/suggestions and ensuring that industry standards and best practices are followed
    • Participates in code reviews or use collaborative programming techniques to promote high quality business outcomes
    • Investigates and proposes solutions for development and potential design problems
    • Reviews and validates the data, processes, business rules and requirements gathered identifies areas of improvement in the current procedures, and proposes possible solutions to address them
    • Identifies key resource persons such as the Product/Process/Service Owners who need to participate in the requirements and data gathering
  • Conducts analysis to determine integration needs, and design and plan integrations
    • Recommends and identifies system solutions and functions to meet user requirements, desired outputs and business objectives of therequesting unit
    • Implements unit and integration tests and conducts functional and performance testing where appropriate
  • Validates the viability of the technology solution by presenting prototypes and/or design to gain user feedback
  • Designs business cases and testing criteria to assure the stakeholders and users on the quality, integrity and efficiency of the solution
  • Designs databases, assuring the reliability, integrity and availability of data
  • Performs system testing and provides user acceptance testing and/or other testing support as required to ensure that the system processing reflects user requirements and designs

II. Documentation and Transition Support

  • Generates administrative reports, statistical data, design-related documentation, and user information guides, as needed
  • Prepares documentation such as requirements documents, high level design documents, detailed design documents, test plans, operations
  • manuals and user manuals
    • Documents and recommends solutions or system changes in case there are issues or changes in the process and business rules
    • Assists in documentation as required in each phase of assigned projects such as user manuals and work instructions
  • Tracks and monitors systems and licenses/subscriptions
  • Provides support for ad hoc administrative reports by recommending data sources and coordinates with the Developer
  • Conducts trainings and tutorials for users to ensure seamless transition implementation which results to an enhanced productivity of the users
  • Provides support related to system maintenance requirements of the requesting office/unit
    • Coordinates with the client to provide post-implementation support for systems including analysis of production incidents

III. Performs other duties as may be assigned by the immediate supervisor, or any authorized representative

Minimum Qualifications

Knowledge, Skills, and Abilities:

  • Information Systems Framework: Familiarity with the different information systems frameworks used in systems analysis
  • Database Development: Familiarity with the process of specifying, designing, developing, and maintaining mechanisms for storing and accessing data
  • Solutions Design Skills: Ability to design systems solutions that meet the specified requirements and agreed systems architectures
  • Systems Analysis and Design/Software Engineering Technologies, Processes and Frameworks: Ability to design, test, review and maintain existing systems or software applications using applicable Systems Analysis frameworks
  • Systems Development Life Cycle (SDLC): Skill in applying the standard System Development Life Cycle
  • Waterfall or Agile Methodology: Knowledge with either the traditional software development life cycle tasks or use of the iterative software development cycle that relies on feedback, and continual user involvement
  • Testing and Quality Assurance: Investigating products, systems and services to assess behavior and whether these meets specified or unspecified requirements and characteristics
  • Business Process Management/Business Process Re-engineering/Change Management: Creating new and potentially disruptive approaches to performing business activities
  • Training: Ability to conduct end-user training for supported systems and software solutions, including guiding users for transition requirements or re-orienting them on existing systems

Education and Experience Requirements:

  • Bachelor’s degree in Computer Science, Information Technology, Computer Engineering, or related course
  • At least 2 years work experience in Systems Development/Software Engineering
  • Trainings/relevant experience on Basic Systems Analysis Tools
