Summary of Work Activities and Responsibilities
The Energy and Utilities Management Head establishes, institutionalizes, and
improves processes on energy audit (RA 11285), utilities, and solar system data
management and other activities related to energy management.
This position also oversees compliance on energy management standards as
stipulated by regulatory agencies and the University’s own standards on energy
efficiency.
Main Duties and Responsibilities
I. Section Management and Development
- Sets the direction of the Energy and Utilities Management Section and determines its operational goals in alignment with the Office goals and Cluster mandates
- Conducts strategic assessment and evaluation of the Section’s processes, programs and initiatives, ensuring continuous improvement, maintenance and adjustment in program and service delivery
- Regularly monitors the achievement of Section metrics and goals
- Prepares and monitors the Section’s budget and expenditures and recommends cost effective solutions for the Office
- Manages the performance of employees in the Section by setting standards/targets, monitoring, and evaluating performance, and providing development opportunitie
- Works with the different Section Heads in managing the performance and potential requirements of Energy and Utilities Management Section, based on its assessment, and determining best course of action
II. Energy Facilities Management
- Writes action plans as basis for managing the facilities and campuses in relation to energy audit (RA11285), utilities, and solar system data management
- Oversees audit of equipment and facilities in terms of energy management by conducting a technical review to ensure appropriateness of equipment for each facility
- Gathers latest information on environment advocacies, standards, and technologies in relation to management of facilities and utilities, in accordance with guidelines set by the Ateneo Institute of Sustainability
- Develops Energy Management policies related to facilities and campus operations by reviewing and updating existing and drafting new policies
- Reviews and approves internal reports for submission to the Department of Energy
- Oversees the following:
- Maintenance program for Campus Utilities (e.g., electrical transformers, solar system, underground and overhead cables, Ring Main Unit [RMU]’s, Vacuum Fault Interrupter’s, private poles, main water lines, etc.)
- Data management on Water treatment and Sewerage Treatment Plant (in coordination with the Ateneo Institute of Sustainability), renewable energy, water discharge, storm drain and sewage system, campus energy and water consumption, monitoring and conservation
- Consolidation of CFMO Services to school units (e.g., Utilities Management; Energy audit in relation to RA 11285; Transformer, Ring Main Unit, and other accessories; Water potability)
III. Utility Provider and Contractor Management
- Oversees coordination with utility providers to ensure resolution of power and water issues
- Prepares terms of reference for contactors and coordinates with Central Purchasing Office on implementing the bidding process (i.e., from explaining the project to contractors to evaluating the contractors)
IV. Performs other work-related tasks as may be required by the immediate
supervisor and authorized representative
Minimum Qualifications
Education and Experience Requirements:
- Certified Energy Manager (CEM)
- Licensed Architect or Engineer (Civil, Electrical, or Mechanical)
- At least 5 years supervisory experience
- At least 5 years experience in handling electrical equipment (e.g., high voltage equipment)
- Work experience in energy audit and project management
Knowledge, Skills, and Abilities:

- Administration and Management: Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources
- Administrative: Knowledge of administrative and office procedures and systems such as word processing, managing files and records, stenography and transcription, designing forms, and workplace terminology (required for review and approval of reports)
- Customer and Personal Service: Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction (required for resolving power and water issues in coordination with providers)
- Building and Construction: Knowledge of materials, methods, and the tools involved in the construction or repair of houses, buildings, or other structures such as highways and roads (required for managing services on Utilities Management, Transformers, RMUs, etc.)
- Mechanical: Knowledge of machines and tools, including their designs, uses, repair, and maintenance (required for managing services on Utilities Management, Transformers, RMUs, etc.)
- Law and Government: Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the
