Under the supervision of the Vice President for Administration, the Director of the Central Facilities Management Office (CFMO) shall oversee the following functions:
1. Facilities and Utilities
2. Custodial Services
3. Campus Development and Construction
4. Administration
Main Duties and Responsibilities:
I. University-level Business Partnering
- Keeps track of updates and developments that affect the University as an organization, particularly its facilities and campus master plan.
- Keeps abreast of the latest trends, industry, and general community practices in facilities, utilities, energy management, custodial services, campus development and construction, campus landscape and architecture, grounds management, and waste management.
- Builds and sustains strategic and mutual partnerships with key stakeholders.
II. Strategic Facilities Management
- Provides decision makers with data forecasts, insights, and recommendations on all aspects related to facilities management efforts, balancing aesthetics, functionality, and safety.
- Constantly reviews University facilities-related plans, programs, and services, and recommends appropriate interventions when necessary
- Oversees design studies, implementation plans, and evaluation reports on facilities improvement and changes, monitoring infrastructure and utilities accessibility, and conditions, capacities, and utilization reports vis-a-vis the long- and short-term needs and direction of the University, and recommends necessary improvements and possible priority projects.
- Ensures business continuity by institutionalizing a proactive and preventive maintenance process of our facilities, and monitoring the performance and progress of campus development projects.
- Oversees a comprehensive and integrated framework and guidelines for campus development, looking into infrastructure planning, space planning and utilization, and environment planning.
III. Office Management and Development
- Sets the direction, metrics, and budget for the Office.
- Oversees the development, review, and, if necessary, updating and revision of Office policies, and provides inputs for the development of general Administration cluster policies.
- Monitors and evaluates the Office's processes, systems, programs, and practices to ensure continuous improvement, operational efficiency, adaptive programs, and effective delivery of services.
- Manages the performance of Group Heads and key administrators in the Office, by setting standards/targets, monitoring and evaluating performance, and providing development opportunities.
- Installs systems to ensure alignment of facilities management plans with the University's strategic plans.
- Oversees the coaching and mentoring conducted by the Heads in terms of managing performance, disciplinary actions, and other employee-related management.
IV. Performs other duties that may be required by the Immediate Supervisor and
authorized representative
Minimum Qualifications
Education and Experience Requirements:
- Bachelor's degree in Architecture or Engineering
- Licensed architect or engineer
- At least 10 years related experience
- At least 8 years of experience in leading a team or large group
- At least 8 years of experience in project management and forecasting
- Experience in master planning, capital planning, site planning, preferably in an education setting
