Main Duties and Responsibilities

Recruitment Trends and Programs

<ul>
	<li>Researches, analyzes, and presents recruitment data.</li>
	<li>Prepares demand and supply reports, providing trends (e.g., weekly, monthly, quarterly, annually), and analyzes related to recruitment requirements, turnaround rates, (un)successful profiles.</li>
	<li>Updates the Section Head on the status of the candidates on a weekly basis providing workforce demand and supply insight, which includes total lead volume by day, leads to hire ratios and other relevant metrics.</li>
	<li>Monitors the recruitment activities by updating the recruitment tracker on a daily basis, ensuring completeness of information.</li>
	<li>Provides recommendations on how offices may address their workforce complement requirements better, in coordination with the other HR sections. </li>
	<li>Reviews recruitment funnel and benchmarks against similar industries on best practices.
	<ul>
		<li>Provides suggestions on how to improve related processes based on research of best practices and trending methodologies. </li>
		<li>Recommends improvements, strategies and programs on how to attract and retain employees.</li>

Sourcing and Recruitment Administration

<ul>
	<li>Manages client expectations by ensuring they are informed of the recruitment plans, and recommends alternative solutions and /or best options when challenges arise.</li>
	<li>Coordinates with the hiring unit and the other sections in the Organization Capability and Development group in understanding the needs of the unit, and how it translates and is operationalized in the job description of the requested position. </li>
	<li>Partners with clients by understanding and addressing their needs, providing proactive solutions that meet present and long-term needs, and monitors progress of project plans and deliverables.</li>
	<li>Ensures that hiring unit are properly informed of what are expected of them during recruitment, hiring, and onboarding process. </li>
	<li>Carries out recruitment process from attracting, sourcing, screening, initial interview, testing, and job offers.
	<ul>
		<li>Proactively reaches out to both active and passive candidates, using various sourcing methods to meet the hiring service level agreement.</li>
		<li>Regularly updates the hiring units on the status of their request and works with the unit in coming up with alternative solutions on challenges encountered. </li>
		<li>Implements systematic sourcing methods and background verification, assessing for job and culture-fit, and ensuring that the right people are placed are the right job, and that</li>
	</ul>
	</li>
	<li>Monitors pertinent employment dates (e.g. employment start date, probationary period, end of contract, retirement date, etc.), and works with the units on potential action points to ensure compliance with policies.</li>
</ul>

 Administrative Functions

<ul>
	<li>Actively researches practices related to recruitment frameworks, assessment strategies, intervention and evaluation. </li>
	<li>Keeps abreast of industry trends and practices that might affect the University, and provides feedback to the administrators on how to anticipate and manage its possible impact. </li>
	<li>Keeps abreast with trends and changes happening in the University and determines how it affects the Office.
	<ul>
		<li>Keeps track of updates and developments that affect the University as an organization, including its employees.</li>
		<li>Monitors and keeps track of information and announcements coming from the Cluster and related-government agencies.</li>
	</ul>
	</li>
	<li>Assists the HR Cluster during peak seasons, and the University for events and committee works. </li>
</ul>

Performs all other duties as may be reasonably required of the position, in accordance with the instructions of the Immediate Supervisor, and its duly authorized representative.

	<li>Recommend and implement future-ready HR policies and strategies, referencing local and global HR trends and best practices in the field of rewards, compensation and benefits management, taking into consideration of industry context and economic outlook to meet business needs and position Concepcion as a Great Place to Work and an Employer of Choice. </li>
	<li>Create high impact, consistent and accurate total rewards messaging using appropriate tools to drive high employee engagement, aligned with the organization-wide communications strategy. </li>
	<li>Support senior leaders to define employee rewards-related concerns, identify root causes and co-created business solutions by understanding organizational and individual challenges. </li>
	<li>Define the people analytics requirements based on an understanding of the competitive environment in which the business operates.</li>
	<li>Conceptualize new data models and look across a series of data to derive business insights to determine implications of business needs and activities on HR practices.</li>
	<li>Perform trend analysis by understanding the competitive environment in which the business operates, as well as market sensing by obtaining and maintaining knowledge of competitive total rewards practices within relevant labor markets such as industry, local, and professional competitors.</li>
	<li>Recommend HR strategies, plans and programs because of workforce implications of business strategy and ensure that workforce requirements are delivered and both business and employees interests are maintained.</li>
	<li>Assess the extent of in-house people analytics capability and engage with external providers of benchmarking analytics services to supplement identified gaps. </li>
	<li>Identify sources and direct data gathering of people metrics and data including HCM systems, employee pulse surveys, exit-interviews, labor statistics, competitor practices and other potential sources. </li>
	<li>Review employee data handling practices and processes in collaboration with legal, compliance and DPO to ensure compliance with the Data Privacy Act and ethical guidelines to ensure the privacy of confidential employee data. </li>
	<li>Ensure that proper due diligence and standard operating protocols are in place when collecting and processing data for its intended purpose while maintaining the confidentiality of personal information. </li>
	<li>Provide advice and counsel business leaders and line managers on labor policies, employment laws and legislation, and its applications to total rewards strategies, programs and practices. </li>
	<li>Perform periodic review of HR policies and processes impacting workplace legislation to ensure controls are in place and sure full compliance. </li>
