Job Description
Development of Comprehensive Monitoring System
- Manage the periodic data audits to assess the accuracy and reliability of programmatic data
- Manage monitoring activities, providing real-time information on aspects of program quality to key program decision makers
- Manage the consstruction and reviews of project LogFrame and M&E Plan
- Lead periodic report writing
- Develop monitoring and quality assurance tools for program sector
Development of An Outcome Measure System
- Supervise large scale outcomes measurement activities including baseline and end line surveys and program evaluation
- Tool development in support of outcomes measurement
- Lead rapid evaluation of programmatic outcomes
Development of a Management Information System
- Construct a cmprehensive Management Information System to ensure data is quikcly and easily available for program decision makers
- Compile data from a variety of sources such as filed observation, surveys, secondadry sources, photos, geospatial data sources and satellite imagery
- Design database structure and procedures including the design of queries, data quality control mechanisms and back up procedures
- Maintain database connections to external services including Formhub and remote servers
- Work to build the capacity of information management partners at the Philippine Red Cross Leyte Chapter and Haiyan Task Force
- Promote best practices in Information Management
Records and Information Management
- Support the creation of hte Information Management Task
- Serve as the Focal person on the IM Task Force in the development of IM Standard Operations Procedure and implementation of information and records management processes
Minimum Qualifications
- Bachelor's degree in Development Studies, Community Development, Development Communication or related courses
- At least 2 years’ work experience in project/program development and management
- Experience as a Philippine Red Cross staff member or volunteer is preferred
- Experience in community-based programs
- Skilled in technical writing and reporting
