Job Description
The Planning, Cost & Contracts Engineer is responsible for the development of reliable & accurate cost estimates and construction programs for projects from development to delivery; latest costing & construction technique, taking full responsibility for accuracy of quantities, ensuring that all identified scope is included in the estimates as well as estimating unknowns and risks are identified and detailed those appropriate allowances are included. To assist Planning, Cost, Contracts & Procurement Supervisor for planning, scheduling, monitoring of production and execution of projects by ensuring quality, legal aspects, cost effectiveness and timely completion of projects.
- Prepare and maintain detailed engineering and construction schedules including development of critical path and project float.
- Evaluate scope changes, cost trends, additional work orders and other elements.
- Gathers and reviews data concerning facility modifications including requested modifications, company policies, regulatory requirements, and required completion dates.
- Participates in coordinating in developing design criteria and preparing layout and detailed drawings, prepares bid sheet and contracts for construction and facilities acquisitions.
- Prepares technical Statements of Work for construction projects, facility modifications, improvements and high end service and maintenance contracts.
- Coordinates the review of estimated design costs including equipment, installation, labor, materials, preparations, and other related costs.
- Provides “in house” Engineering Support by providing plans and specifications for individual projects components, on schedule and cost satisfactory to project and / or job sponsors; i.e., space planning, in house tenant improvements, facility modification, etc.
- Write daily and weekly construction progress reports.
- Develop all planning and scheduling tools to be used in control, monitoring and reporting of project status.
- Determine milestones to support project schedule, including identification of contractual milestones.
- Ensure that the Contractor Schedule provides a logical sequence to completing the entire scope of engineering work for the Prime Contract.
- Ensure that interfaces scope of work is defined in the Engineering and Procurement schedules.
- Ensure the maintenance of all essential documentation.
- Coordinates with the document control engineer for the filing and consolidation of reports and other documents.
- Partner with project personnel to establish the plan and document the scope, develop project schedules and or capital cost estimates.
- Maintain coordination with the site management regarding project planning by conducting analyses and preparing reports.
- Coordinates with the design engineer in preparing budgets and cost estimates, schedules and coordinates resources and tasks to complete projects on approved budget.
- Plans, administers and coordinates multiple, complex advance/special projects; organizes and employs resources to achieve project objectives; prepares and monitors project budgets.
- Organizes and administers research studies, conducts analyses and prepares reports/recommendations regarding land use, infrastructure improvement, environmental requirements and other matters; analyzes planning issues and determines project schedules and priorities.
- Ensure that the Contractor Schedule provides a logical sequence to completing the entire scope of engineering work for the Prime Contract.
- Ensure that interfaces scope of work is defined in the Engineering and Procurement schedules.
- Identify inter-discipline restraints or interfaces which define activity sequences and work with the performing organizations and units to coordinate work sequences within total project plan.
- Develop quantity release or installation curves for a specific work discipline and review quantity logs to ensure total quantities are represented for each discipline.
- Determine critical path activities for work areas and / or work disciplines and monitor schedule deviations and proposes corrective action/work around solutions.
- Overtime may be necessary as work load’s dictate that may include weekdays, weekends and/or holidays.
- Job will be performed in a construction job site wherein the environment offers different weather conditions.
- Maybe required to respond and assist in activities assigned to their regular job responsibilities and incorporate other non-job-related duties as necessary.
- Perform other duties and responsibilities that maybe assigned by superior from time to time.
Minimum Qualifications
- Must be a Bachelor's degree holder in Engineering
- Must be a Licensed Civil Engineer or related field
- Proficient in MS Word, Excel, MS Project, Power Point
- With at least two (2) years experience as project planning, cost & contracts engineer
- With at least one (1) year experience in hydropower engineering
- 2 vacant positions available in Kibungan, Benguet
